לאחר התיכון התגייס למסלול עתודה אקדמאית במשפטים. שירת בפרקליטות הצבאית כ-6 שנים. בתפקידו האחרון פיקד על מדור קשרי החוץ של הפרקליטות הצבאית, אשר נלחמת בדה-לגיטמציה של ישראל בעולם; השתחרר בדרגת סרן.


הצטרף ל'יש עתיד' לפני 8 שנים ונבחר למועצת העיר פתח תקווה. כיהן כממלא מקום ראש העיר וראש מנהל החינוך. במהלך הקדנציה הקים את היחידה לטיפול בגיל הרך (לידה עד שלוש) והוביל לראשונה לפיקוח של הראשות על הגיל הרך.


כיו״ר וועדת המכרזים הוביל את מהפכת השקיפות ונגישות לתושב.
במהלך כהונתו בכנסת מתכוון חכ כץ להוביל להורדת הרגולציה, פתיחת השוק לתחרות וחיזוק מעמד העיריות כמו כן שם לעצמו כמטרה לסייע לתעשיית ההיטק כמנוע צמיחה משמעותי של המשק הישראלי והקים את וועדת המשנה להייטק והחדשנות, הוועדה פועלת להסרת חסמים, הפחתת בירוקרטיה ופיקוח על משרדים הרלוונטים.
