ולדימיר עלה לישראל עם אחותו ואחייניתו בשנת 1998 בהיותו בן 25 מהעיר קימורובו ברוסיה.
הוריו הצטרפו לאחר חצי שנה. בשבוע הראשון בישראל התגורר באכסנייה בסמוך לרידינג בתל אביב. ולאחר מכן שכר דירה בחולון ולמד באולפן את השפה העברית.


בקיץ 99 ולדי ניגש לבחינות והתקבל לתוכנית לקליטת אקדמאים באשקלון, שם למד באולפן למתקדמים.
ולדימיר הוא בוגר תואר ראשון בכלכלה והנדסה מאוניברסיטת קוזבס ברוסיה. בישראל התקבל ללימודי תואר ראשון בחוג לחשבונאות באוניברסיטת תל אביב וסיים את התואר בשנת 2004. במקביל, עבד בבנק לאומי בסניף בורסת היהלומים ברמת גן.


בשנת 2003 התחיל התמחות במשרד לראיית חשבון. אחרי שנתיים קיבל רישיון לעסוק בראיית חשבון, ומ- 2006 נכנס כשותף במשרד. ב 2007-2008 למד וסיים תואר שני במשפטים ללא משפטנים באוניברסיטת בר אילן.
נוסף על כך, במשך שנים שימש כיועץ עסקי לעולים ותושבים חוזרים במשרד לקליטת העלייה, פעל בזירה מוניציפלית בעיר מודיעין מכבים רעות, במסגרת דירקטוריון מנהלת אופק ולמען העסקים הקטנים בתנועת "עצמאים עושים שינוי".
הצטרף ליש עתיד בשנת 2012, שימש כראש מטה המפלגה במודיעים מכבים רעות והקים פורום עצמאים ועסקים קטנים.
